Dr. Kelley administers the FVPSA Program, the primary federal funding dedicated to support shelter and advocacy for victims of domestic violence and their children. The FVPSA Program also supports the National Domestic Violence Hotline, State Domestic Violence Coalitions, a network of National Resource Centers, and discretionary grants addressing domestic violence. Dr. Kelley began working in the field in 1983 as a victim advocate in a community based shelter and rape crisis center. She earned her doctorate in Social Work at the Catholic University School of Social Service where she conducted research on how concerns for their children affect the decisions of domestic violence survivors.
